Headlight panel bolts

I’m restoring my 79 trans am and I was wondering if anyone knows how to remove the four bolts that are on the headlight panel that bolts to the fenders. I bought all new hardware and have painted the panel but two of my bolts are broken. Are they pressed in? Thanks ahead of time.

Someone on here has got to know what I’m talking about and has replaced these four bolts. Please a little help?
