I found another set of used horns on ebay. I got them yesterday and confirmed they worked testing them straight off my car battery.  I noticed in KC79TA's pic of his way cool restore that there is a bracket attached to the hood latch support and it appears the horns mount there. If you notice in my pic I don't have that bracket  >:( I am assuming my PO once again decided to remove something for no good reason?

That plate they mount onto with the holes is normally part of the upright support, spotwelded on or similar. No obvious signs of it having been removed on yours, just not there. Not sure what's going on there.

Here's a pic of mine, should be the same centre support for 77-81 models. The plate is centred of the bolt holes that the horn brackets secure to and apart from a little extra strength and rigidity the only thing it does is line the horn tabs up in the plate holes so they don't swing down oever time and bumps. Should be easy to add a plate with holes and bolt up at same time of just locate horns without it.

Thanks Aus78, makes sense.  Basically just a rectangle piece of metal with 6 holes in it that keep the horns from rotating. I was confused cause like you said I see no obvious signs of a weld at that spot nor did I understand why someone would remove it ;D
