No they only made the 403 in an auto. prob because they didn't want people over reving them and with an auto the odds of it happening would be less likely.  so you don't spin a bearing.

There's no pilot bearing location on the 403.  You have to either get it machined or swap the crank.  Have him send you a shot of the engine - that'll tell you if it's a 403 or a 400 - he may not know the difference.

you should ask him for a photo of the pedals. perhaps he is mistaking the emergency brake for a clutch pedal

I was bored today so I called the guy.  Let me say that this guy was interesting to listen to.  He talked about that he has a M21 tranny ready for the car that's sitting inside his bedroom!!!!  I explained to him that I was confused about his listing.  I said..."what motor is in this car?  Pontiac never had a big block or small block, the only 403ci motor they've used was a Olds motor which they've never installed with a 4sp tranny."  He said that it was indeed a 403.  So I asked where the oil filler was...."was it on in the front center of the engine or in the middle of the dr. side valve cover."  He said it was on the side.  So, I said OK so it's not a 403 but a 400.  He said no, it's a big block 403. (?) 
Anyway you put it I'd stay away from the guy because I'm sure the car is hacked and wacked unless you could get it for under $1k.  You'd think since he's hoarding parts in his bedroom he's just a Poncho nut like us but the further we got into our conversation I don't think he even clearly knows his own name or address.
