leaf spring brackets

I am currently cleaning my leaf springs and noticed on the clamps that sandwich the bushings there is white paste like a grease or caulking.  Just curious what it is

Someone may have greased the bushings inbetween the shackles.  Are they poly bushings?  If so, they may have been squeaking and that was someones fix.
