Rt kick panel actuator install

hi there my 77 t/a has ac. Im trying to install rt actuator and bracket-previous owner  removed it- does the bracket just bolt up to kick panel or does it mount through kick panel to body? I only see 1 hole behind kick panel where maybe the lower hole of bracket might mount nothing for top bracket hole.

It bolts to the body after the panel is installed. Similar to the image provided.

Two bolts, top and bottom of the bracket which pass through the kick panel holes and thread into body, the only two threaded holes above and below in the recess for kick panel shown below.
