78 400 Powers steering belt removal

Hi all, fairly new around here and not the most mechanically inclined. Did a search and couldn't come up with a clear answer. I'm replacing my burned alternator belt as I replaced my alternator last week and probably had it too tight, so I smelled that smell and watched the volts drop. There are 4 belts on the power steering pump bracket, and from what I can see, in the picture, only bolt 2 has an adjustment tab. Does this mean I will have to remove bolts 3 and 4 to get the bracket to pivot? Or does bolt 4 also have an adjustment tab? It also seems as though there's not enough room to remove the bolts without taking of the pump pulley. This seems like a lot more work than a simple belt replacement, or am I not getting something here? Thanks!
