If higher compression engines are more efficient, why did the manufacturers reduce compression in the 70s

A higher compression engine runs better,cooler and with more power but it is dirtier out the tail pipe, NOX. Your lower compression engine has had the timing retarded to lengthen combustion time and heat up the process and burn up more hydrocarbons. You can also get by with lower octane gas, no knocky. Sounds like BS to me. or a way to sell shitty gas.
