engine code YD for a 9799914 car

Can someone please help me figure out why this car is coded weird?  I have a 9799914 block  H209 stamped as a YD.  WIth all my research this is wrong.  WHY??

RENOVATIONS:
I come up with a 1970 290 Hp 400 cast on October 20, 1969
