Title: 79 tail pan removal ?

I'm going to replace my outer and inner tail pan.  My question is,  when you drill out the spot weld on the other pan- will it come off with the inner pan still on or will the inner pan need to come off with the outer at the same time?

With some work....
Inner is sandwiched between the outer panel and the trunk pan/ends of frame rails
