Title: Tail lights are giving me a hard time

Hey I just installed a new wiring harness, and now it seems like my running lights and brake lights are always on when the key is in the ignintion. when I take the key out of the ignition and put my turn signal on, the opposite side light will shut off.

Also, what is this thing? It buzzes when I turn the key to accessory or start

ok what wires are coming off it... i see a green white, blue, and brown white
