Wiring Help/Question

this might be a long shot from this photo but anyone have any clue what this is for or where its suppose to plug into?
I noticed it dangling yesterday. Had electric tape wrapped all around it.
It goes down into something around the the throttle but cant see any farther than that. Just thought i'd ask on here first.

 In that area their are two solenoids.

 1) EGR solenoid

 2) Canister Purge solenoid

 I "think" that's the EGR one, and maybe
it's kinda melted...

 See if you have this assembly looking like this:
