Kick panels with vent knobs

Hi all,
Just wondering what the kick panels are that have the two small knobs. I thought it must have been fresh air vent controls but I have just seen them fitted to a number of cars with AC fitted.

no you are right they are for the non-a/c cars, its incorrect for an a/c car to have them
