Cowl/Vin Match

I have a 77 TA that I just bought for a restore.  Damn this is going to be a big project.  Anyway, are there any numbers that are supposed to match between the Cowl tag and the Vin? I know other cars have the production number from the Vin matching the Production Number on the cowl.  Should the match?  If so, why wouldn't mine?

Cowl tag and VIN will not match.  There is a body number which is located on the factory build sheet (box 24) matches the BDY number on the cowl tag.  This number is also located in Box 1 of the build sheet as Job Sequence Number and begins with a 2.  

PHS invoice does not have any data plate info on it.

I found 4 small pieces of the build sheet under the drivers seat when I pulled the interior so that is of no help.  Is PHS my only option as far as getting specifics on the cars build information?

There might be a chance that there is a second build sheet still on top of the gas tank, but other than that, yes, PHS is the only option left.

Thanks.  Gas tank not original so I'm sure nothing there.  I also just posted for sale on this site.  Financial reasons.
