The other one rebuilt brought $400 which I guess wasn't a bad deal!

You should have soaked it some carburetor cleaner before you put it up.  That carb is in really nice shape with very minimal rust.  It would have cleaned up great!  

I don't believe $400 is out of the realm of possibility.
