That's not a 403 air cleaner base.  It's a 400.  The 403 doesn't have the metal filter for the choke.  The 400 does.  Also, the 403 doesn't have the breather filter on the side.  However, I don't know what year it's from.

Is the metal filter you are referring to the triangular thing toward the upper right of the carb hole?

That's correct for a 400.  Whether or not that particular unit came off a 77 is another matter.
