Value of 76 50th anniversary TA

Hello everyone,

I had an 80 turbo SE and had to sell it. Regret this every single day. However recently I stumbled upon a 76 TA - 50th Anniversary with Hurst Hatches that the owner said he would sell! Very excited. This car is 1 of 533! However there is a catch. It needs an incredible amount of work. She's very rusty and spent a long time outside. She also has a rebuilt 400. Seller told me to make him an offer, but I have no idea what to even offer him. I don't want to insult him by offering too little, but then again I do not want to lose a car this rare.

A few questions: In this condition, what should I offer him for this car?
Will the cowl tag show Y82? I know some cowl tags do, and some don't.
Is PHS the only way to confirm this is in fact an LE?

If it runs 2500 tops. Whats the floor pans and rails look like? I can only guess rusty too, but ya big project.
