I don't think you're going to find anybody who's willing to do that as a legitimate business.  VIN swapping is highly illegal in the US and Canada.  It's possible to construct all kinds of legitimate reasons for changing/replacing one, but the lawmakers and the police face such an onslaught of fraud and chop shop operations that they've pretty well stamped out any possibility of doing it legally.  xtrme_ta's brother (IIRC) did time for getting hooked up with some kind of VIN change deal.  Bottom line is that if/when your car gets so rusty that the VIN is in danger of falling off the dash, it's time to part it out and start over.

I've yet to see a bird VIN tag with anything more than surface rust ...not heavily rusted or rusted through....I've hit them lightly with media when blasting the dash without issue.
If it IS that bad (rusted/pitted/pinholes) that it's on the verge of being a goner, ask what the possible replacement procedure is at your DMV.

mine isnt bad bad just surface scales but i dont want to blast it and destroy it but i want to treat it some how to keep it from rusting anyfarther and also make it look new just like the rest of the dash will be.

Blasting won't destroy it if you move quickly and use lower pressure.

my fear is not moving fast enough with it and then having an illegal car per say that is a good thought, i could contact the dmv on my concerns and see what they have to say about it.
