You can always buy new cat(s) and punch out the ceramic "brick" inside so it appears to be a functional cat , but is hollow and free flowing. Another trick is to cut the cat in half(long ways) and then weld it around a straight pipe to keep the emissions look. If you have the carbon"sniffer" test during emissions in your state, you probally won't pass with these mods, though.
