OR WAS THAT TERMINAL BENT OVER FOR A REASON??? WEIRD!! THANKS IN ADVANCE!.....JEFF IN LAS VEGAS

Welcome to the site.  STOP YELLING.  It's hard to read all caps.  ;)

The fan always runs even in the off position.  You turn the key on and prior to engine ignition, you'll hear the fan.  Totally normal.

I want to say that it was a requirement for car manufacturers back in the day - a need to have fresh air enter the vehicle independent of the driver's desire to have the fan on.

Ask the federal government.  It was a requirement to have fresh air circulating in the cabin in case of an exhaust leak.  There were 1.5 people dying every year due to exhaust leaks prior to that requirement.  While that doesn't sound like much, it was horrible for the .5 person every year that had to go through life half dead.  Their only option was to run for president.
