Yes, I connected the Autometer to the harness that plugs into the factory tach. It worked great. I ran a jumper from the ground terminal on the factory tach to a body ground- no difference.

Either you have a bad tach, or something is screwy with the electronics on the plastic circuit.  Just to check, have you tried swapping another factory tach in that cluster?

The tach only uses the ground from the circuit board. The tach signal and 12v comes from the plug in harness. I've removed the tach, run a new ground and plugged in the factory harness and got the same result.
