Sounds like you are in the same boat with me Bandit.......and its leakin!!  Gotta have another shaker.  I'm still lookin for a 400 shaker for mine.  I think I ended up with a 403 shaker, a something else shaker and another shaker without the bottom metal plate.

Hi!
I did have the same problem, had a 403 shaker on a 400 and that did not work..
First i drilled away the rivets so the plastic goes of, then i cut of that much it needs to come down enough and welded it togehter again. (metal plate)
When this is done i put the metal part of shaker on the air cleaner, after this is done i layed the plastic top loose on the air cleaner an carefuly shut the hood.
Now it is easy to fix the shaker in the hole and mark for new hole for the rivets. drill and mount.
(I compared to a stock 400 shaker)

The only differents you can spot is the non stock rivets.

Sorry for bad english.. ;)

So I would like to lower it about a 1/4 -1/2 an inch, any suggestions or am I dreaming  ??? ::)

Thats the rub on my problem  ::) :P ;)

I think your options are to (a) get a 400 air cleaner can, (b) look into a WFO can, or (c) figure out how to modify what you've got.  Option (a) would be the cleanest, but over there in NZ it's probably not the best option because of a scarcity of parts locally (unless you happen across somebody here who's willing to sell you one).  Option (b) would be easy and quick, and not really cost all that much.  Option (c) is probably the cheapest and could work out in accordance with your skill at that sort of thing.  That's just what occurs to me sitting here at the moment... :-\
