Can anyone tell me why my speedometer has started bouncing around at low speeds.

Most common cause is a sticky or fraid cable. If it get's like that it will catch and release constantly as it spins.

Your speedometer cable is probably bad. When that happened to me in the 80's, I tried pulling the cable out of the housing and greasing it....didn't work. I had to replace the cable and housing. It's easy to do but be mindful of proper routing.

I would say replace the cable, thats the same problem I had with another vehicle.
