High beams and low beams

So this might be a stupid question but I need to know for sure ... I wired up my 78 TAs headlights and when I turn on the high beams the low beams turn off. Is this correct ? Wouldn't it make more sense to have both headlights on at the same time so it's brighter ?

Correct, they should remain on. Only the high beams are on or off.

Not both high and low, but both lights on high beam at once, all four on high beam, or only 2 for low beam. Not high and low in same light at once.
