Testing horns

What is the best way to test my horns? I took them off and grounded the braket to the car then touched a wire to the positive battery terminal and the other end to the plug part on horn. Nothing happens. Now these could both be bad but first I wanted to make sure I was doing this correctly.

1st hook up a positive, then ground the horn on the negative terminal of the battery.
