Judging by the response of what versions are being used, it seems to me like there is something else installed that may be causing the issue. Maybe it is the "Ask Toolbar" or some other sort of "Add-On" that is causing the issue with IE because I am using the same version and the scroll bar works fine with mine. It is hard to trouble-shoot it when I cannot duplicate the problem using the same stuff.

Not sure!!!

I don't have any add-on's myself, but thanks for trying to figure it out...I appreciate the anount of it requires to try and solve a problem like that!!!

The problem only seem to occur on someones post that has a large photo where it goes past the screen boarders...I seem to have function of them the rest of the time!!

EDIT:

I am using my desktop which is running XP and the scroll bars work fine...I just tried it out on Bones's thread and all is good with it. Problem is only on my lap top!!

no, some others have had this similar problem. I am running Windows 7 with Google Chrome and don't have this issue.

Welcome to the world of website building. lol
I have the same problems when I build websites for people. On some computers it's all good and on others it's not. It has some to do with what web browser you use and version of it also what OS you are using PC or MAC they all read the HTML and PHP, ECT. different. If you are running an older OS with a newer version of a web browser it can affect they way things look. It's really tough to get it to look all the same on all computers running different OS and using different web browsers.
Make sure you empty your CACHE every now and then along with your COOKIES.
