1979 400 W72 L78 - one or both?

Starting to dig into build sheets and am wondering...

For 1979 400 TAs, should the build sheet read either W72, L78 or both when a 400 was built? I've looked at a number of different online sources but I'm still fuzzy so I thought I'd reach out here to see what I can find out.   8)

Thoughts?

Same here...makes sense that the base is L78 and the modification for 79 generated the W72
