Passenger Kick Panel Vacuum

What is this for? Do I need it? Basically I'm wondering because I have a set of kick panels that hold 6.5" speakers and they don't have the bump out to incorporate the vacuum. If I have my a/C disconnected (no belt) do I need the vacuum?
Does any of this make sense?

It's for air recirculation, work with the fresh air door in the cowl grille. If the cowl closes, the kick panel opens to circulate air. Fresh air mode closes the kick panel and opens the cowl.

Maybe remove the back seat for a large Woofer also, you don't need that either. 😂😂😂
