http://shrinkpictures.com/ is a great and easy way to resize your pics, and it's free.  I use it regularly.

Also if you have Microsoft Office, look for the M.O. Picture Editor.  I usually resize my pics to 25% using Picture Editor and that works out to be a great size for posting/emailing, etc...
