i do see the valve in the cooling n radiator section but it doesn't talk about it.

it is a heater control valve, when you move the dash switch/lever it opens vacuum to the valve so you either have a bad valve or a bad rotary switch on the control head or a vacuum leak

or all the above...lol. Oh well guess i will have some trouble shooting to do. .....i tried to use a hand vacuum connected to the heater control valve to see if i could make it work .....not sure how much vacuum i was suppose to use but i couldnt get it to work......as for the line going into it.....if the lever on the control head is in the HOT position will there be constant vacuum going  through this line?

that is correct as RENOVATION said earlier this is a pretty simple fix when the control head is on hot the valve should have vacuum btw 18 inches of vac is good

That is a after market heater control valve. Most Firebirds did not come with HCV so you really dont need it. They are nice though because in AC mode they keep hot coolant from flowing to the heater core also most Firebirds blower motors are always on. So it helps so you dont have hot air blowing on your feet from the heater core. I was thinking of adding one of these evetaully, any part number on the heater control valve

actually........Autozone has that valve i just had them put one one hold however......i believe i have a vacuum issue that acuates its. If what you say is correct it would make sense being i did not see it in the Service manual although i thought i did in another section but that would up being  something else. I would part with it only if i knew that my heat would not always be on.

will get back to this heat issue possibly this weekend had an engine  change in my other car to deal with.
