In Jim Hands book, he made a bracket. It was a piece of flat steel bar stock, maybe 1.25" wide x 1/4" thick x 8" long (guessing while looking at the book).
It was thru-drilled to let bolts go through at the 2 tapped holes in the head in the lower right of your picture. Then he drilled and tapped the top hole where the one you need is missing.
His was for a 71 LeMans Wagon. It looks to me like the bracket he made would push your T/A brackets out away from the head and maybe keep the pulleys from lining up right. You might need to modify your stock bracket to make something similar work.
