1978 Grill inserts not fitting correctly

Anyone see this before? In restoring my 78, the painter was very uneasy about the original front clip, so I bought a new one. Fast forward to assembly later and the grill inserts stick out on the inside about 1/2" near the Pontiac emblem. I cannot come up with a solution. I have double checked that they are seated inward as far as they should. My only guess is that the new clip from Classic Industries has the dimensions off slightly.

I've noticed this on several noses, probably all original including my own. Not sure what the answer is. Many had shrunken, not sure if the repro was copied from one. I can't recall if adding foam packing between the cover and the filler panel inner fibreglass would help push the emblem area out any.
