What is the best material to use to glue the Plastic Disks onto the Center Hubs on a 77 TA with Snowflake Wheels. Also is there any secret to keeping the hubs in the wheels?

The ones your talking about stay in good, it's the plastic 79 style that you can pop off. every time we took my buddys ta to the bar back in the 80's, they would get ripped.

Plastic caps or the correct round metal ones? In either case, you could use a little clear adhesive - silicone or epoxy - to help hold them in place.
The metal set I have on the Y88 just needed a couple prongs bent outward to put more pressure on the rim to hold them on.
