Another Seatbelt mechanism question

My driver side seatblet doesn't spring back as well as it should- meaning that if I bend forward for something while in the seat the seat belt doesn't take up the slack again.
I pulled the mechanism down and started to look at it to determine if the spring the winds the belt back up just needed some attention and I found the blue cover that says "do not remove" and couldn't find an easily accessable way into the spring so I lubed the spring wheel and put it back.  That made a minor improvement but I suspect that the spring is worn.  Is there a way to just replace the mechanism without replacing the belt?  Or do I need to buy the whole deal, mechanism and belt?
