Should IGN post have power during crank?

I am under the assumption that the IGN post on the fuse block is a keyed power source (power in the RUN and START key positions).
My IGN drops to virtually 0 when cranking.  It also seems intermittent.
I'm pretty sure the cause is a faulty ignition switch on the column.

1.  Am I on the right path?
2.  Is there another source for keyed power? (I'm trying to power an Sniper EFI mod)
