1981 caster problems

1981 trans am has severe positive camber problem. Exact same on both sides.  I had a problem installing control arm bushings. I needed smaller bushings for the uppers.  There is a possibility that the uppers are from a 1980. But should that matter? It appears as though I  would need about 1 inch of spacers to correct. There has to be a control arm  issue. The car was  never hit. Any input greatly appreciated
